Light Emission at LightSpeed

The speed of light associated with a photon released from a body traveling close to the speed of light will travel at the speed of light of the local medium in the radial direction.  But, if a pulse of light is generated pointing perpendicular to the direction of travel of the spaceship, the tangential velocity of the pulse will be identical to that of the ship, close to the speed of light.
